Forget expanding land, just building there would kill us. Quick search says the place is considered few of the unspoiled islands and houses the possibility of endangered wildlife. The eco people would be all over us for parking a boat on that island. What if we just found a shallow area and dump some rocks to build an island. We clearly can't touch these islands considered to be natural treasures and if we won't settle slightly settled lands then we have few options. I can't see the images could you say what they are?

What I found on Caroline Island
It is home to one of the world's largest populations of the coconut crab and is an important breeding site for seabirds, most notably the sooty tern.
The atoll is currently designated as a wildlife sanctuary.[1] In 2014 the Kiribati government established a 12-nautical-mile fishing exclusion zone around each of the southern Line Islands (Caroline (commonly called Millennium), Flint, Vostok, Malden, and Starbuck).[2]
^this is why it's hard to find an abandon/empty island. People make it illegal to go near them because of rare birds or sea plants. I was gonna suggest the Palmyra Atoll but it too has alot of rare shit and scientist that go there alot. Is why I suggest the slow financeal takeover of somewhat inhabited islands. If you like though Alaska has many uninhabited islands but it is Alaska

Most islands that can hold more then five people are inhabited. But if you can find a fairly large island area, with shallow water to expand into, and no reefs near then I'm open to ideas. Well Caroline Island is a good option. If you like though Alaska has many uninhabited islands but it is Alaska Most of the other islands are protected by the UN, since this is covered by the Kiribati government and we're taking it from them it doesn't matter. I just don't think we're going to be welcomed by locals if they know we're there to take over (which'll be pretty obvious).

Navassa Island Disputed between the US and Haiti it is completely abandon. Boasting a grand population of zero and only a few ruins this island is fairly large and most native species have gone extinct due to feral cats, dogs, and pigs. Haiti is such a stupid nation that many of they buy dirt on credit to make cookies from so I'd be fine going against them. The island has only some corral and thats it. Even if the island is under US control it is by our own laws not ours thus defaulting to Haiti. Only problem is that it's got some steep cliffs.
