Alright, I've looked into most of the Marshall Island atolls, and I really think they're too small (at least if we only populate 1, which is preferable). I've therefore taken a look at Wikipedia's list of uninhabited islands, and I saw a few interesting ones there (at first glance). Part of East Timor, a country with a military of 1300 people currently recovering from internal strife, a UN peacekeeping mission having ended in 2012. The island itself almost couldn't be better, beaches and forest which means the ground is very fertile (right?), and a good temperature. Only problem is that it's actually very close to the rest of East Timor.

Part of Kiribati, which has no military and depends on Aussieland and the Kiwis to defend them. The island should be large enough, especially in the beginning. Trees and grass grow there, which indicates some crops could too. It's a protected area, but not UN heritage.

An absolute gem of an island. Part of the Solomon Islands, that have no military except for a navy consisting of 2 patrol boats, but it's being protected by Australia. However, the country is dirt poor and was in a civil war until 2003, so maybe the ozzies are fed up with them by now. Solomon Islands also have an interesting situation regarding China (they recognize the ROC (taiwan) as China, not actual China (PRC)). This may mean that we could get diplomatic (or even military) support from real China if we agree to support them as the legitimate chinese government, although this would probably be hard as fuck to accomplish.
Also doesn't Enderbury look somewhat lifeless?
