Hello there,
I speak for a community of people who are currently seeking a place to start a new nation. We have been looking at islands in the Pacific to start a colony. I have noticed the population of your island is dwindling, and that you are in desperate need of newcomers. I have a proposal to make, it may come across as bizarre, but hear me out.
The plan is to create a federation of island states, each with their own elected governor. We would like Oeno and Pitcairn to be a part of our project. Should you allow us to settle on Oneo, we will provide Pitcairn with 24/7 solar power and trade. We have dozens of skilled people prepared to farm crops and produce alcoholic beverages, our presence will bring tourism to region

You probably have to specify who the community of people is, they won't let random "people" they don't even know about come. That... might be a bad idea if they go on /pol/.
