I'd say that depends. Looking at similar boats I'd say 12 people more or less for what we have in mind and if everybody got along. I'd suggest asking legalfag what he thinks of doing a co-ownership or starting some non-profit org (save the blue-footed boobies!) and go from there. Money talks and when somebody wants out from under a moorage payment or has some troubles then you can get screaming deals. People don't realize what it takes to keep a boat in the water. This particular boat would clean up nice. We just want to be real sure the hull is sound, it is encouraging that it was professionally made in one of the Seattle yards. It could be relocated further north up in the Puget Sound so our Canada Bros would be closer to it so it can be worked on. It would make a great mothership and could hold all the communications gear and whatnot. I like this plan tbh especially if it can hold all of our beachhead force That it can do. There isn't really a need for force though unless pirates are an issue. We are a ship of peace.

Bellingham is closer and it's an easier drive. Seattle is really bad. Or it can be out in the San Juan Islands and accessible by ferry from Canada or the US equally.

As soon as I get income I'm sure I could pledge 10% of my wages to the project.

In addition to funds for the purchase of this or any other floaty thing there's the ongoing expenses and physical work. Having something like this would weed out the dreamers from the ones who can do the hard work and make it happen.
